  • Overview

    An exciting position with direct impact on our workforce which provides cutting edge Behavioral Health/Integrated healthcare and specialized educational services for the Tucson, Arizona community, as well as other communities within the state of Arizona. The Human Resources Director guides and manages the overall provision of Human Resources services, policies, and programs for the entire company and its’ affiliates.  Primary objectives include: development of a superior workforce and development of an employee-oriented company culture that emphasizes quality, continuous improvement and high performance.

    Responsibilities

    • Assists with the development of organization strategies by identifying and researching Human Resources (HR) issues; contributing information, analysis, and recommendations to organization strategic thinking and direction; establishing HR objectives in line with organizational objectives.
    • Oversees, supports, and/or assist in the recruitment and staffing of program operations ensuring organizational needs are met; develops and administers programs, procedures, and guidelines to help align the workforce with strategic goals.
    • Works with Senior Leadership and the Management Team in implementing a performance management and performance improvement system.
    • Oversees and ensures compliance to employment and other regulatory laws.
    • Directs the preparation of information requested or required for compliance with laws. Approves all information submitted. Serves as the primary contact with the company’s employment law attorney and outside government agencies.
    • Oversees, supports and/or assists in new employee orientation, development and training.
    • Establishes an in-house employee training system that addresses company training needs including training for new employees, and management development.
    • Works with the CEO and/or Management in the development of HR policies; conducts a continuing study of all Human Resources policies, programs, and practices to keep management informed of new developments.
    • Assists management and employee actions by researching, developing, writing, and updating policies, procedures, methods, and guidelines; communicating and enforcing organization values.
    • Responsible for company-wide employee and community communication as it relates to HR.
    • Works with the CEO, CFO and/or Management in developing compensation policy.
    • Leads competitive market research to establish pay practices and pay bands that help to recruit and retain superior staff.
    • Monitors all pay practices and systems for effectiveness and cost containment.
    • Leads participation in at least one salary survey per year.
    • Manages the benefits of the organization; works with the CEO and CFO on annual review and renewal of benefit packages.
    • With the assistance of the CFO, obtains cost-effective, employee-serving benefits; monitors national benefits environment for options and cost savings.
    • Works with the Quality Improvement Committee, Facilities Director, CEO and/or Management team in risk management of employee safety.
    • Works with the Management Team in the development of a health and wellness program.
    • Supports management by providing HR advice and counsel; analyzing information and applications.
    • Manages HR department operations ensuring efficient and effective systems in addition to employee performance.
    • Selects and supervises Human Resources consultants, attorneys, and coordinates company use of insurance brokers, insurance carriers, pension administrators, and other outside sources.
    • Establishes departmental measurements that support the accomplishment of the organizations strategic goals.
    • Participates in executive, management, and company staff meetings and attends other meetings and seminars.

    Qualifications

     

    • Education/Experience –
    • Master’s degree in Human Resource management and two years’ of prior experience in HR supervisory role, or
    • Bachelor's degree or equivalent in Human Resources, Business, Organization Development with 8 years of experience in Human Resource of which two year’s must include an HR supervisor role.
    • Specialized training in employment law, compensation, organizational planning, organization development, employee relations, safety, and training preferred.
    • Regulatory –
    • 21 years of age
    • Current, valid Arizona Driver’s License, 39 month Motor Vehicle Report, vehicle registration and liability to meet agency insurance requirements.
    • Eligible for DPS Level I fingerprint clearance.
    • Initial current negative TB test result, within the prior 12 months (Employer provides)

     

    KNOWLEDGE, SKILLS AND ABILITIES:

    • Strong understanding of HR processes and systems in relation to the needs of the Agency.
    • In-depth content knowledge of state and federal statutes and regulations including, but not limited to, applicable wage and hour laws, regulations related to COBRA, ERISA, FMLA, EEO, ADA and Workers’ Compensation.
    • Advanced working knowledge of health plans, including benefit plan specifics, and the state and federal laws which regulate them.
    • Demonstrates, or attains working knowledge of Behavioral Health licensing requirements.
    • Strong computer skills including proficiency in Microsoft Office Systems, HRIS and the Internet.
    • Language skills include the ability to read, analyze, and interpret memoranda, general business correspondence and reports.
